In a mixing bowl, combine flour, granulated sugar, cocoa powder, cinnamon, and salt. Cut in the butter, then add the egg and Marsala wine. Mix until a dough forms. Wrap in plastic and chill for 30 minutes.
On a lightly floured surface, roll the dough to 1/8 inch thickness. Cut into circles using a round cutter or glass. Wrap each circle around cannoli forms.
Heat vegetable oil in a deep fryer or large saucepan to 360°F (182°C). Fry the dough-wrapped forms until golden, about 1 minute. Let cool and then carefully remove the cannoli forms.
Mix ricotta cheese, powdered sugar, and vanilla extract until smooth. Stir in mini chocolate chips. Fill a pastry bag with the ricotta mixture and pipe into cooled cannoli shells.
